S3 is a European network of people and experiences whose main goal is to share ideas, knowledge and solutions in managing Structural Funds, also in view of the next programming period and of the EU enlargement

 

NETWORKING RESULTS

The S3 partnership has been analysing the partners Structural Funds programming, management and evaluation practices presented within the three thematic working groups and has established a methodological framework for the evaluation of their effective transferability.

The debate around the transferability of each experience, although showing that each practice is obviously rooted in a specific socio-economic context, also indicates that the practices presented offer a set of concrete solutions, out of which individual tools or mechanisms can be drawn on by future Structural Funds management.

Further analysis will be carried out during the second round of working groups meetings and the study visits which start in February. Nonetheless, some fundamental steps in order to assess experiences' transferability have already been taken and a methodological framework for their transfer has been traced, starting from the identification of the innovative aspects and an initial consideration of transfer mechanisms.

NETWORKING INFORMATION

Events and seminars have been organised within the framework of S3 to present both project's results to a larger audience and to meet the needs expressed by S3 partners from New Member States.

Information and Publicity of the activities cofinanced by Structural Funds - was a seminar organised by Madrid Region in the framework of S3. Different practices for the communication of activities financed by Structural Funds and their evaluation were presented. The seminar discussed Information and Publicity of Structural Funds from an integrated and global perspective, networking information and studying approaches coming from different EU member states.

Regional policy devolution - challenge for the Slovakia-East region - The Slovak partner of S3 network, Košice self governing region, organised this event to illustrate the preparation process of the national strategic reference framework for the 2007-2013 period in Slovak Republic and to discuss the issues, challenges and opportunities for the development of regions in Slovakia. The discussion has given hints for the discussion of regionalisation of Structural Funds management in New Member States, focusing on the results delivered by a decentralised management of SF in S3 partner regions.

NETWORKING PROJECTS

We call attention to two ongoing projects:

POE East - a project part-financed by ESF and by the State of Saxony-Anhalt, focusing on SMEs internationalisation through a large number of support activities. The POE East project idea is born from the successful implementation of the POE Agencies project, which has been analysed and assessed also within S3 working groups.

SRNeuropa.net - is an Interreg III C funded project, addressing the effective use and delivery of structural funds and regeneration programmes at sub-regional level. This on-going project has much in common with the S3 project in terms of planned activities and expected results, but its perspective is slightly different, as SRN.europa.net focuses on the local level. Its final project aim is to deliver a Good Practice Guide as a resource for all related Europe-wide programmes and local programme delivery.
